Direct Bookings for Dubai Holiday Homes: What's Allowed and What You Keep

Direct bookings are legal for a DET-permitted Dubai holiday home. What your website must show, which duties move to you, and what you keep vs the OTA fee.

Since Airbnb’s fee change, how Airbnb’s 15.5% host-only fee works and how to reprice has become the first thing owners look up. The second question follows quickly: can I just take bookings myself? The answer is yes. A DET-permitted holiday home can accept direct bookings, and the permit number goes on every advertisement — including your own website.

The saving per booking is real. On the right guests, direct keeps several hundred dirhams per booking that would otherwise go to the platform. What comes with it is a concrete, finite compliance stack: a contract template, a payment setup, one extra invoice line, one monthly remittance step, and a records habit. The platform also stops doing several jobs for you, and its rules limit where direct guests can legitimately come from.

This post covers what’s allowed, what moves to you, what it costs, and when it pays.

Key Takeaways

  • Direct bookings are allowed for a DET-permitted Dubai holiday home. Article 14(13) of Administrative Resolution No. 1 of 2020 requires your approved trade name and permit number in all print and digital advertisements, including your own website and social posts.1
  • Guest registration doesn’t change with the channel. Tourism Dirham collection and remittance, invoicing (and VAT if registered), payment, the guest contract, house rules and any security deposit all move from the platform to you.
  • On an illustrative AED 3,800 five-night booking, Airbnb’s 15.5% host-only fee is AED 589. A direct card payment costs about AED 111 on a UAE card, or about AED 187 on a foreign card with currency conversion, at one major gateway’s published rates.2
  • Airbnb’s policy forbids steering its guests to book direct, and Booking.com’s standard terms carry a rate-parity clause.34 The realistic direct share comes from guests you acquire yourself: referrals, returning direct guests, and corporate or monthly relationships.

Are direct bookings allowed for a Dubai holiday home?

Yes. The permit covers the unit and the activity of leasing it out — not the channel through which a booking arrives. Decree No. 41 of 2013 and its implementing bylaw regulate the activity itself, and they put duties on the licensee regardless of channel.15

What every advertisement must show. Article 14(13) of Administrative Resolution No. 1 of 2020 requires every licensee to “include the Licensee’s approved trade name and Permit number in all print and digital advertisements.” That covers a booking website, a social media profile, a WhatsApp broadcast and a listing on a classifieds portal. Article 14(14) bans misleading promotion on any channel. The permit’s maximum occupancy applies on every channel (14(15)).1

The bylaw was issued in 2020 when the regulator was named DTCM. DET — the Department of Economy and Tourism — is the current authority. The bylaw text remains in force unchanged.

For the steps to register your permit number on Airbnb and Booking.com, see the OTA registration section of the marketing-phase guide.

How many of your bookings can realistically move direct?

Fewer than the fee savings suggest, and mostly not from your existing OTA guests.

No published Dubai figure for direct share in holiday home bookings exists. The best available benchmark is US professionally managed data: in 2026, direct bookings were 23% of reservations and 35% of revenue — down from 26% and 39% a year earlier.6 That is a mature market figure from established operators with direct brands, not a realistic first-year expectation for a Dubai unit.

The platform-policy ceiling.

Airbnb’s Off-Platform and Fee Transparency Policy explicitly prohibits “asking or encouraging users to move current, future, or repeat bookings — or any other transactions — outside of Airbnb.”3 It also bars off-platform links in listings or messages, and soliciting guest contact details outside the platform. Enforcement ranges from warnings to listing or account suspension.7

Booking.com’s standard terms (clause 2.9.3) bar using its messaging service or guest contact details for unsolicited electronic communications.4 They also contain a rate-and-conditions parity clause (clause 2.2.1), with exceptions for offline channels and rates that are not “Marketed Online” (clause 2.2.2). The UAE is not among Booking.com’s stated no-parity or narrow-parity countries. Verify your own partner agreement for the exact terms that apply to you.

Guest identification data collected for DET registration is for registration. Article 14(23) of the bylaw prohibits disclosing guest information except to government entities or courts.1 Federal Decree-Law No. 45 of 2021 (UAE data protection law, in force from January 2022) generally requires consent to process personal data for other purposes.8 Turning registration data into a marketing list is not permitted. This is not legal advice; consult a qualified adviser for your situation.

Where direct guests legitimately come from:

  • Guests who first booked direct and return
  • Referrals from past guests
  • Corporate clients and relocation guests (company housing, project staff)
  • Monthly and mid-stay guests who are UAE residents
  • Guests who find you by searching your property or brand name
  • Your own network

Illustrative annual scenarios — inputs: 60 bookings/year at AED 3,800 average booking subtotal (60 × AED 589 = AED 35,340 annual Airbnb fee on a full-OTA calendar). Before direct channel and acquisition costs:

Direct share Direct bookings/year Annual Airbnb fee saved (AED 589/booking)
0% 0 AED 0
10% 6 AED 3,534
20% 12 AED 7,068

Illustrative scenario, not a forecast. Direct channel and acquisition costs are not deducted.

US data shows direct bookings generate a disproportionate share of revenue — 35% of revenue against 23% of reservations in 2026.6 That gap points to higher-value stays per booking. In Dubai, direct earns the most per booking in the corporate, referral and monthly segments, and those guests are the most likely to pay locally.

Which compliance duties move to you on a direct booking?

Guest registration doesn’t move — it was always your responsibility. What moves is everything the platform checkout normally handles: Tourism Dirham, invoicing, payment, the contract, house rules and the deposit.

Duty OTA booking (Airbnb / Booking.com) Direct booking Rule
DET guest registration (HH 2.0, 3-hour window) You You, unchanged 3-hour guest registration walkthrough

House rules and complaint policy You (uploaded to the listing) You: sent with the contract Bylaw 14(9), 14(10)1

Payment collection, refunds, chargebacks Platform You (card gateway or bank transfer) —
Security deposit Platform programme or disclosed deposit You: hold, return, document Disclose in contract; retained amounts may be taxable if VAT-registered
VAT invoice (if registered) You are the taxable person on every channel You: issue a tax invoice with VAT-inclusive prices UAE VAT for short-term rentals
Guest records Platform keeps a copy Only you: keep for at least 3 years Bylaw 14(22)1

The summary: a direct booking adds financial-admin duties. It does not add new registration duties.

Tourism Dirham on a direct booking

Charge Tourism Dirham as a separate line on the invoice: AED 10 per bedroom per night for a Standard unit, AED 15 for a Deluxe unit, for the first 30 nights of any stay. Remit through HH 2.0 before the 16th of the following month. Check your HH 2.0 payment orders to confirm whether collection is currently active — the Tourism Dirham guide (linked in the cross-reference below) covers the 2026 relief-package status and the full remittance walkthrough.

DET reconciles Tourism Dirham remittances against platform-reported booking data. A direct booking has no platform record. Your contract, invoice and payment record are the only evidence — which makes the three-year records duty in Article 14(22) practical, not theoretical.

The contract and house rules

Articles 14(3), 14(4), 14(7), 14(9) and 14(10) require a written Holiday Home Lease Contract with a copy to the guest, house rules, a complaint-handling policy, no charges beyond those agreed, and a 24/7 contact number (14(18)).1 A one-page direct-booking agreement template covers:

  • Dates and the occupancy figure shown on the permit
  • Total price with every fee itemised, including the Tourism Dirham line
  • VAT, if you’re registered
  • Deposit amount and return terms
  • Cancellation and refund terms
  • House rules and the 24/7 contact number

Take legal review once and reuse it for every direct booking.

Payment and deposit

A card gateway is the standard setup for direct guests. Chargebacks and dispute fees are now your risk — budget AED 60 per dispute at one major gateway’s published UAE rate.2 Bank transfer works well for corporate and monthly guests where the payer is a UAE company.

For deposits: disclose the amount in the contract, document unit condition at check-in and check-out, and note that retained amounts may be taxable if you’re VAT-registered. If Tourism Dirham or a deposit runs through the same card payment as the nightly rate, the card fee percentage applies to those amounts too.

VAT and invoicing (if registered)

On a direct booking you issue the tax invoice yourself. If you’re VAT-registered, prices shown to consumers must include VAT. Thresholds, aggregation rules and invoice requirements are covered in the VAT guide linked in the cross-reference below; this post does not repeat them.

What does a direct booking actually cost compared with the OTA fee?

Per booking, a direct card payment costs a fraction of the 15.5% host-only fee. The real cost of running a direct channel is fixed: the website, the booking engine, your time and — above all — acquiring guests. That is why direct earns the most on guests you don’t have to buy.

Short stay: illustrative AED 3,800 booking

2-bedroom Standard, AED 700/night × 5 nights + AED 300 cleaning fee = AED 3,800 subtotal. Tourism Dirham (2 × 5 × AED 10 = AED 100) is a pass-through on every channel and is excluded from the comparison.

Channel Fee basis Cost on AED 3,800 You keep (before other costs)
Airbnb (host-only fee)9 15.5% of booking subtotal AED 589 AED 3,211

Direct, foreign card + FX2 2.9% + 1% international + 1% currency conversion + AED 1 AED 187 AED 3,613
Direct, bank transfer Varies by bank — usually small; check your bank — —

Math: 0.155 × 3,800 = 589; 0.15 × 3,800 = 570; 0.029 × 3,800 + 1 = 111.2 ≈ AED 111; 0.049 × 3,800 + 1 = 187.2 ≈ AED 187. A single card dispute costs AED 60 in gateway fees2 plus the disputed amount if lost.

Monthly stay: illustrative AED 8,300 booking

30 nights at AED 8,000 + AED 300 cleaning = AED 8,300. Tourism Dirham (30-night cap per stay) excluded as a pass-through.

Channel Cost on AED 8,300 You keep

Math: 0.155 × 8,300 = 1,286.5 ≈ 1,287; 0.15 × 8,300 = 1,245; 0.029 × 8,300 + 1 = 241.7 ≈ 242; 0.049 × 8,300 + 1 = 407.7 ≈ 408.

The per-booking saving on a monthly stay is largest, and the guest (a UAE resident or a company) is most likely to pay locally.

The fixed side: what a direct channel costs to run

The per-booking saving is only half the equation. Running a direct channel carries fixed costs. No sourced UAE benchmark exists for these; the ranges below are illustrative estimates by category:

Cost category Illustrative annual estimate
Website and domain AED 1,000–3,000
Booking engine or payment-page subscription AED 1,500–4,000
Channel manager or calendar sync AED 1,000–3,000
Your time (invoicing, Tourism Dirham, deposit handling) —
Guest acquisition (paid search, social, referrals) Unknown

The cost of acquiring a cold direct guest is the unknown that determines whether direct pays. The break-even table below counts only channel infrastructure costs and assumes guests you already have — referrals, returns, corporate relationships.

Break-even: how many direct bookings cover the fixed cost?

Saving per booking used: short stay vs Airbnb with a foreign card (AED 589 − AED 187 = AED 402); monthly stay vs Airbnb with a UAE card (AED 1,287 − AED 242 = AED 1,045). Illustrative.

AED 6,000 ~15 (6,000 ÷ 402 = 14.9) ~6 (6,000 ÷ 1,045 = 5.7)
AED 10,000 ~25 ~10

Illustrative. Acquisition cost is not included. Math: bookings needed = annual fixed cost ÷ saving per booking.

How do you set up a direct booking channel step by step?

Setting up direct is about a dozen listable tasks, done once, plus a short monthly routine.

  1. Confirm your permit details. Note the exact approved trade name and permit number as DET shows them in your HH 2.0 account.

  2. Build a site or booking page. Show the trade name and permit number on every page that advertises the unit (Article 14(13)).1 Show VAT-inclusive prices if you’re registered. Itemise every fee (Article 14(7)).

  3. Write a contract template and house rules. A one-page Holiday Home Lease Contract covers dates, occupancy (matching the permit), total price with every fee itemised, VAT (if registered), deposit terms, cancellation terms, house rules and the 24/7 contact number (Articles 14(3), 14(4), 14(7), 14(9), 14(10), 14(18)).1 Take legal review once and reuse it.

  4. Set up payment. Choose a card gateway that supports AED settlement. Provide bank-transfer details for corporate and monthly guests. Decide how the deposit is collected, held and returned.

  5. Sync calendars across all channels before the first direct booking, to prevent double bookings. See the marketing-phase hub for calendar-sync guidance.

  6. Add Tourism Dirham as its own invoice line. Each month, total the bedroom-nights from direct bookings and remit via HH 2.0 before the 16th. The Tourism Dirham guide (linked in the cross-reference below) covers current collection status and the remittance walkthrough.

  7. Keep guest registration exactly as for platform bookings: HH 2.0, within 3 hours of check-in. See the 3-hour guest registration walkthrough.

  8. File records per booking: contract, invoice, payment record and registration confirmation. Keep them for at least three years (Article 14(22)).1

  9. Grow direct demand through legitimate sources only: guests who return, referrals, corporate relationships, and your own marketing that carries the permit number. Never through platform messages or platform guest data.138

When is direct booking not worth it?

Direct earns the least when your guests are mostly first-time international leisure travellers who discover you through a platform. You can’t legitimately move those guests, and the cost of acquiring cold direct guests is unknown and often high.

Direct also carries a compliance time cost. A missed remittance triggers the late-payment penalty: 10% of the unpaid amount, minimum AED 1,000.10 If you’re not ready to run a monthly reconciliation for direct bookings, that risk is real. The full penalty schedule and remittance workflow are in the Tourism Dirham guide (linked in the cross-reference below).

On longer stays where direct earns the most, the platform’s payment guarantee and any damage programme also go away. That is a real trade-off.

The practical middle ground: keep the OTAs for reach and first-time international guests. Use direct for referrals, returns, corporate and monthly stays, where the guest is likely to pay by UAE card or bank transfer and the saving per booking is largest. For the full cost model across channels, see pricing across channels and the full gross-to-net cost stack.

What mistakes do owners make when they go direct?

  • Advertising without the permit number. Instagram posts and WhatsApp broadcasts count as “digital advertisements” under Article 14(13).1

  • Messaging Airbnb guests about booking direct next time. It breaches Airbnb’s off-platform policy and can cost the listing.3

  • Publishing a lower rate on your own site than on Booking.com without checking your partner agreement’s parity clause.4

  • Forgetting the Tourism Dirham line. On a direct booking you absorb it from your margin or miss the monthly remittance deadline.

  • Adding charges at check-in that weren’t in the contract — prohibited by Article 14(7).1

  • Using guest passport data collected for DET registration as a marketing list. Article 14(23) prohibits disclosing guest information except to government entities or courts.1 UAE data protection law generally requires consent for other processing.8

  • No written contract or house rules on a WhatsApp booking. Articles 14(3) and 14(9) require a written contract with a copy to the guest and a written house-rules list, regardless of how the booking arrived.1

Direct booking is allowed, and on the right guests it keeps several hundred dirhams per booking that would otherwise go to the platform. The compliance stack that comes with it is real, listable and finite: a contract template, a payment setup, one extra invoice line, one monthly remittance step, and a records habit.

Frequently asked questions

Can I take direct bookings for my Dubai holiday home?

Yes, if the unit holds a valid DET holiday home permit. Article 14(13) of Administrative Resolution No. 1 of 2020 requires your approved trade name and permit number in all print and digital advertisements, including your own website and social media. Guest registration, Tourism Dirham collection and remittance, and the duty to keep records apply on every channel.

Do I have to register direct-booking guests with DET?

Yes, the same way as platform guests: through the HH 2.0 portal within 3 hours of check-in. Platforms don't submit guest data to DET on any channel, so a direct booking adds no new registration work — it only removes the platform's messaging tools for collecting documents before arrival.

Who collects Tourism Dirham on a direct booking?

You do. Charge it to the guest as a separate invoice line — AED 10 (Standard) or AED 15 (Deluxe) per bedroom per night, first 30 nights — and remit through HH 2.0 before the 16th of the following month. Late payment carries a penalty of 10% of the unpaid amount, minimum AED 1,000.

Can I ask Airbnb guests to book directly next time?

No. Airbnb's Off-Platform and Fee Transparency Policy prohibits asking or encouraging guests to move current, future or repeat bookings off Airbnb, including through links or by collecting contact details. Violations can lead to listing or account suspension.

How much do I save on a direct booking vs Airbnb's 15.5% fee?

On an illustrative AED 3,800 five-night booking, Airbnb's host-only fee is AED 589. A card payment at one major gateway's published UAE rate costs about AED 111 on a UAE card or about AED 187 on a foreign card with currency conversion. The website, software and marketing costs of the direct channel come on top.

Can I charge less on my own website than on Booking.com?

Check your partner agreement first. Booking.com's standard terms include a rate-and-conditions parity clause, with exceptions for offline and unpublished rates that aren't marketed online. The UAE is not on its list of no-parity countries — verify the exact terms that apply to your account.
